I wrote to Mass, and asked about layovers in their state.. here is what their reply was..


If you are properly licensed or authorized at both your point of origin and
destination, and are passing through Massachusetts with the animal in a
secure travel kennel, and are in compliance with airline or other travel
regulations, and keep the animal kenneled and secure while in Massachusetts
there would likely be no cause for concern. If an animal such as this was
removed from its kennel and walked or otherwise exposed to the public and
native wildlife that act would likely be considered possession in
Massachusetts without a permit.
