Hi! I am Whitney and I own one sugar glider. I think I can answer some of your questions.
you do not need a license to own an SG in WA. as said in the map in the Gliderpedia under LAWS. But indeed you do need a license to breed them as with any other exotic pet. As for the leash. I have one for my SG that works just fine, but I made it myself. I have heard that a ferret leash does not work well on gliders. my leash is fairly simple, it is made of elastic bands about 1 cm thick.(You can get this at any craft store. I wrapped one band around each his neck and waist to measure then I connected them with one long strip of elastic which would go along his underside. I then connected the loops on the upper side with a clasp, and attached a rope/string thing for the handle.(all was done with a sewing machine). I don't ever let Crickett loose in my house but I do let him play by himself in a room I deem safe. If you're worried he won't come back to you, than I think you should establish some more trust between you and your pet, before letting him out of your sight, he should know to jump to you when his name is called and so on.
a good bedding is definately pine. You should never give him cedar, it's very bad for him. I like to mix in a little cedar(very small amount) with his white pine just to make the cage smell a lil' better. It's okay if he doesn't like plastic, you can give him wooden toys to play with- bird toys work well- and don't let him on any wicker chairs!!!
does he have a nesting box? I recommend those ones that look like they're made of straw. well, I think i've answered your questions. see ya, bye!
