The short answer would be: No, 15, and Yes-if you are a responsible, conscientious, pet owner.
If they are hand-raised I wouldn't call them wild, per se. They are not house trainable.
Good luck! There are alot of resources out there. Get to know the person you are looking to buy one from,
that way, if they aren't good owners you'll know not to buy from them. If they are, you'll have a great resource.
