mary, i found the website where you can check to see if your local pet store (or breeder) is licensed. however, it has not been updated since Dec. So if there is doubt contact the USDA via phone and they should be able to tell you.
when you go to the website:

the breeders and dealers are under the section called facility lists...hope this helps...
