Some plants you cut branches or limbs from so no soil is required.
Houseplants on the otherhand require soil. There is nothing to cut. Logically I see no reason not to put the plant in without worrying about the soil. Just make sure it's parasite free. Actually, they might enjoy "digging" in the dirt.
