I have taken care of and trained a Siberian Huskie for the people next door. You should have your brother do some serious reasurch befor buying ANY puppy let alone a Huskie. Ask him if he is pepared to put up with a dog that will act like a puppy and not mind for the first 4 or 5 years of it's life. I strongly advise your brother to choose a nother type of dog. I work part time at the local animal shelter in my area, Huskies and a vrey "trendy dog " to have here. The pound is foll of them people keep them for a year or two and then can't live with them any more. And yes!!! they eat ANY small animal, including but not limited to hamsters, rats, rabbits, birds, small dogs, cats, frogs, turtles, toads, and any thing else they can get in there mouth, live dead, organic or other wise.
