I took the wodent wheel apart and put the base through the bars on the top of the cage and then attached the wheel part on the inside, Then I secured it with a tie on the top. This worked really well for me. It also made it really easy to take the wheel off the bar and clean it.
So the base part is on top of the cage on the outside and hangs in the cage with the wheel on it,hope this helps,and I hope I have not confused you more!
