Yes! My Bandit's bald spot is like that. So much so that it actually made my vet a little uncomfortable and he wanted to culture it. I allowed him to do so and everything was fine. His is just an over active scent gland and he doesn't wipe off all of the scent so it dries on his scalp. It is a lot like cradle cap.
