That is way too cold for a constant temperature. I would definitely check into getting a cage heater or perhaps use a space heater in a small room to keep it warmer.

As for light, I have my lights for sugar gliders set on a timer. I suspect your days are a bit short for a glider to be completely comfortabl with so I would probably leave a light on in the daytime to be sure the glider has a consistant day night cycle.
