I also called the USDA office in my state, and they told me I did not have to have a license if I only had a few pair. I checked out this site www.aphis.usda.gov/oa/awlicreg.aspl and from what I read you do have to be licensed if you are selling wild animals or exotics.

Hobby Breeders: small scale breeders with gross sales under 500.00 per year are exempt, as long as there sales do not include wild or exotic animals.

You would think that the state office would inform people to check with the federal USDA office, but they don't even mention it.
