Kifkaf, On my page is a link to the Usda Animal Care page, It has all the regs, sector offices etc.. On my page there is also a link to Ruths page, she also has a list of all the sector offices with phone numbers and who to contact for each state. You are right that some states don't require you to have any license or permit, But that is only on a state level. If a Usda rep tells you , that you don't need any licensing, be sure to ask them to please put that in writing for you, so at least your booty is covered. The usda is Federal. As in most states you have each branch with their own set of laws and rules. It is not the responsibility of the state to be sure you are covered on the Federal levels, it is yours. Be sure that you check things out very, very good at each level. The guy you talked you is right by the way, the state many times don't require the usda license, but the USDA does.
