Actually it has its merits this law. along with teh Utah law that states you can not resell your glider and have to be inspected every year. I would prefer they have a law taht then keeps the money in escrow in case of large vet bills. Imagine the effect on impulse buyers, sure it is cute put down $500 in escrow in case of vet bills and realise it is illegal to resell this animal- you have to have it until it dies a natural death. Call me stupid but I would have NO problem with such regulation in my state.
