Ok, first of all you really cant depend on bald spots for sexual maturity. My Jerry has now fathered 7 joeys, he has an itty bitty bald spot and sometimes you cant see it. The bald spot comes from rubbing his head on things and scenting with the oils matting it down. Here's the thing, Jerry is 2 years OOP, he has never had much of a bald spot and neither has his first son(I kept him). So, judging by a bald spot cant really tell about the sexual maturity always.
As for neuter checking. You will have to turn him over and look for a "pom pom", if it isnt there then he is neutered. The "pom pom" is in the same spot the females pouch is..only they have a little slit. If he isnt neutered and isnt looking to breed then you can try putting him in there but dont let them breed until she is much older(if you're wanting to breed). Older males do rape females and that taxes their health and the joeys prob wouldnt make it.
