If the animal in question is an exotic...
Then Federal Law states that the store MUST hold a federal license from the USDA to 'exibit' an exotic in the store. They are also subject to unannounced visits from their area inspector.

If the animal is not considered an exotic (ie-ferret/dog)...
There are also state and local ordinances that State Fish & Wildlife... and the county SPCA will cover.

A few well whispered words in the right places may help.
