This is NOT legal to do, with the exception of certain animals (chicks, for example) and insects.

Any breeder who is shipping sugar gliders by mail should be smacked upside their head.

If you know of a breeder who is doing this, PLEASE contact the USDA and/or USPS and let them know. If you don't want your name associated with any inquiries or actions, please let ME know and I'll do it. I will keep all sources of information in complete confidence. A breeder who operates like that shows total disregard for the welfare of his/her animals and shouldn't be allowed to continue those methods of shipping.
