I agree with Rita, the scent glands should not be crusted. When I rescued Odie, his head scent gland was really crusted and gross. I brought him to my vet and as it turned out it was infected and he gave me some cream to clear it up. I also had to make sure to clean the area with a warm damp cloth a few times a day. After about a week, it cleared up and he hasn't had any problems since. He was also neutered after the infection cleared up, so that's why his scent gland in my pic above is not as prominent, forgot to mention that, sorry.
